STAAR Reading Grade 3 Meets

Texas uses STAAR ® (State of Texas Assessments of Academic Readiness), an assessment program designed to measure the extent to which students have learned and are able to apply the knowledge and skills defined in the state-mandated curriculum standards, the Texas Essential Knowledge and Skills (TEKS).

Studying results from key years such as third and eighth grade STAAR exams allows us to understand how to better serve students during these transition years.

About this data:

E3 Alliance relies primarily on data from the University of Texas Education Research Center (ERC). This data allows for a year-by-year understanding of STAAR 3rd Grade Reading achievement based on where and when a student takes the exam. This data pertains to 3rd grade students who were enrolled within the state of Texas and took the exam during the spring of the given school year.

Following are items to note:

The year of the data represents the year students took STAAR 3rd Grade Reading. STAAR 3rd Grade Reading rates reflect whether a student met 3rd grade standards on the exam.

TEA loosened its requirements for the 3rd grade STAAR in 2020-2021 for remote students, 2020-2021 STAAR data should be interpreted with caution and may not be comparable to prior years because of this change in response to the Covid-19 pandemic.

There is a delay in data availability due to state approval within the ERC and analysis time. As such, if you choose to explore data from Central Texas, the graphs below present STAAR 3rd Grade Reading data in the most recent available year in Texas schools.

Digging Deeper: Gender, Income, and Race Play a Role in STAAR Grade 3 Reading

Reviewing the latest STAAR Grade 3 Reading data by student groups based on their gender, income, and race allows us to take a closer look at which student groups are being underserved.

In Texas, Asian females from non-low-income households who took the STAAR 3rd Grade Reading test in 2021 met grade level at the highest rates (72%), while Black males from low-income households who took the test met grade level on STAAR Grade 3 Reading at the lowest rates (17%).

STAAR Grade 3 Reading patterns show racial disparities that point to the need for systemic change around opportunities, access, and support.

For Texas, more than 6 in 10 Asian and White students who took the STAAR 3rd Grade Reading test in 2021 met grade level, while less than 3 in 10 Hispanic and Black student test-takers met grade level.

In Texas, less than 3 in 10 students from low-income households who took the STAAR 3rd Grade Reading test met grade level, compared to 6 in 10 test-takers from non-low-income households.
